What Golda Meir Said About Palestinians

  • The New York Times

To the Editor:

Discussions of the Israeli-Palestine Liberation Organization accords have mentioned Golda Meir’s statements denying there is a Palestinian people. To counter equation of her comments with Arab calls for the annihilation of Israel, her remarks ought to be put into context.

In the wake of the 1922 League of Nations mandate calling for creation of a Jewish national home in Palestine (together with mandates calling for creation of Arab nations in Syria and Iraq), a common response of Arab leaders and intellectuals was to insist there was properly no such thing as Palestine or Palestinians, that the land between the River Jordan and the Mediterranean Sea was part of the greater Arab homeland, that its non-Jewish inhabitants were part of the greater Arab nation. Further, that the concept of Palestine was an illegitimate Jewish creation. The Arab historian Philip Hitti told the 1946 Anglo-American committee of inquiry: “There is no such thing as Palestine in history, absolutely not.”

Against this background, after 1948, when Palestinian Arabs claimed they were a distinct people, whose national patrimony was the land of Mandate Palestine, and when such claims were put forward more definitively after 1967, Mrs. Meir and others saw the claim as essentially a propaganda device to gain for the Arab war against Israel the aura of a war of national liberation.

Those who are inclined to censure Mrs. Meir for her perspective ought to remember that Yasir Arafat has said much the same thing. In 1990, in justifying his support for Saddam Hussein’s invasion and annexation of Kuwait, the P.L.O. chairman declared that the borders between all the nations of the Middle East are artificial and illegitimate, imposed on the Arabs by Western imperialists, and that there are properly no Iraqis, Kuwaitis, Saudis, Syrians or Palestinians, but only one Arab nation and one Arab people, whose common patrimony is all the territory of the Arab Middle East. Members of the Shaw Commission of Inquiry, Jerusalem, October 1929. The Shaw Commission was sent by London to investigate the causes of the 1929 disturbances. Seated center is Sir Walter Shaw, chairman of the commission. In its report the commission concluded that the fundamental cause of the 1929 outbreak was the Palestinians’ feeling of “disappointment of their political and national aspirations and fear for their economic future .” It recommended that British policies on Zionist mass immigration to and land acquisition in Palestine should give due consideration to Palestinian interests and grievances.
