Libya has remained in a state of war since 2011, when a popular uprising backed by the West and its allies led to the demise of the country’s dictator, Colonel Muammar Gaddafi. Currently the strongest faction in the ongoing Libyan Civil War is the eastern-based Tobruk-led Government, which is affiliated with the Libyan National Army (LNA). The commander of the LNA is Field Marshal Khalifa Haftar, an old adversary of Colonel Gaddafi, who lived in the United States under Washington’s protection for several decades before returning to Libya in 2011 to launch his military campaign.

In February of 2011, shortly after the popular uprising erupted in Libya, the UN Security Council adopted Resolution 1970, which —among other things— forbids the export of war materiel to Libya. In June of this year, the United Nations accused Saudi Arabia and the United Arab Emirates of violating the embargo by providing secret military assistance to Haftar and the LNA. Now a new report in a British-based Arab news outlet claims that, in addition to Saudi Arabia and the Emirates, Israel too is helping the LNA. Allegedly, Tel Aviv has given the LNA war materiel and air power support, with the help of the United Arab Emirates.

Published in the London-based Al-Araby Al-Jadeed (The New Arab) newspaper, the report claims that the Libyan strongman has been holding secret meetings with Israel since 2015. The publication cites a high-ranking official in the LNA, who spoke on condition of anonymity “out of fear for his safety”. The source, who is reportedly close to Haftar, told the newspaper that he is personally aware of two meetings held between Haftar and agents of the Mossad, Israel’s intelligence agency, in 2015 and 2016. The LNA official said the meetings between the LNA and the Mossad were held in Jordan “in strict secrecy”under the supervision of the United Arab Emirates. Soon after the meetings, said the unnamed official, Israel began to provide the LNA with military aid, including night vision equipment and various sniper rifles. He also claimed that this is known to the LNA fighters on the ground, because there are Israeli markings on the rifles issued to them. The official also claimed that Israel may have secretly provided air cover during at least one of the LNA’s offensive in recent years.

The claim of collusion between Israel and the LNA is bound to raise popular pressure against the pro-LNA government in Egypt, which borders with Libya. It will also increase tension between the LNA and Algeria, which borders Libya from the west. According to The New Arab, the government of Algeria issued “a strong warning” against Israel’s involvement in Libya, following reports of secret cooperation between the LNA and Tel Aviv.

KUALA LUMPUR: The Kuala Lumpur War Crimes Tribunal (KLWCT) today found former Israeli army general Amos Yaron and the state of Israel guilty of crimes against humanity and genocide stemming from the massacre of Palestinians in Beirut’s Sabra and Shatila refugee camps in 1982.

KLWCT president Tan Sri Lamin Mohd Yunus, who headed a seven-member panel, said the tribunal was satisfied beyond reasonable doubt that both the defendants were guilty as charged.

The other judges were Tunku Sofiah Jewa, Prof Salleh Buang, Prof Emeritus Datuk Dr Shad Saleem Faruqi, Datuk Saari Yusof, John Philpot and Tunku Intan Mainura.

Reading out the judgment for almost three hours, Lamin said the tribunal ordered that reparations commensurate with the irreparable harm and injury, pain and suffering undergone by the complainant, war crime victims be paid to them.

“While it’s constantly mindful of its stature as merely a tribunal of conscience with no real power or enforcement, this tribunal finds that witnesses in this case are entitled ex justitia to the payment or reparations by the two convicted parties,” he said.

Lamin said it was hoped that armed with the tribunal’s findings, the witnesses who were also the victims in the case, would, in the near future, find a state or an international judicial entity able and willing to exercise jurisdiction to enforce the tribunal’s verdict against the two convicted parties.

The tribunal also ordered that its award of reparations should be submitted to the War Crimes Commission to faciliate the determination and collection of reparations by the complainant war crime victims.

Lamin noted that the tribunal was fully aware that its verdict was merely declaratory in nature and had no power of enforcement.

“What we can do…is to recommend to the KLWCT to submit this finding of conviction by the tribunal, together with the record of these proceedings, to the chief prosecutor of the International Criminal Court, as well as the United Nations (UN) and the UN Security Council,” said the judge.

He also said the tribunal recommended that the names of the two convicted parties be entered and included in the commissions’s Registry of War Criminals and be publicised, accordingly.

Yaron was charged over his direct involvement in his capacity as the commanding general in the Sabra and Shatila massacre. This was the first time that Yaron had been charged for war crimes.

The second charge was against the state of Israel for the crime of genocide and war crimes on the Palestinians.

The charges were the result of complaints received by KLWCT from victims from Palestine (Gaza and West Bank) and the Sabra and Shatila refugee camps in Lebanon last year.

During the six-day trial, the tribunal heard 11 prosecution witnesses, including Palestinians from both Muslim and Christian descent, as well as Malaysian surgeon Dr Ang Swee Chai who served at the camp at the time of the massacre.

Six of the witnesses testified at the KLWCT while the other five gave evidence through Skype.

Lead prosecutor Prof Gurdial S. Nijar described the verdict as “significant” as this marked the first time that the Israel state had been found guilty of genocide.

He said today’s judgment would be submitted to the chief prosecutor of the International Criminal Court, UN and the UN Security Council for further action.

He added that the judgment would also be publicised and circulated to governments worldwide to allow all states to exercise their jurisdiction on genocide. —

British extremists in Syria are being trained to carry out suicide attacks on their return to the UK, an Islamic State (IS, formerly ISIS/ISIL) fighter captured by Kurdish forces claims.

The fighter told his captors that many European extremists were sent to the shadowy al-Kharsa Brigade upon arrival in Syria, where they would undertake months of arduous training in preparation for attacks, according to a report by the Rupert Murdoch-owned Times newspaper.

It takes seven months to be trained in al-Kharsa brigade,” the fighter reportedly said under interrogation.

It is very hard. Every European who crosses the border to Syria, they are offered [the opportunity] to join. If 20 start the training, only five finish it. Then after that they go back to Europe and attack.

The fighter claimed that during his two years in IS territory, he was aware that 50 European extremists from countries like Britain, Germany, and France had returned to their home countries.

The fighter said that training involved ideological indoctrination, bomb making and arduous physical fitness training.

Despite territorial losses for IS in Iraq, the individual claimed the brigade was active as recently as February and that cells remained intact in Europe.

He claimed that the Paris attack in 2015 and the Brussels attack in 2016 were both carried out by al-Kharsa trained extremists.

“The attacks that happened in Paris and Brussels, the attackers were trained by them and left from Syria to Europe,” he said.

He also explained details of the training and deployment process.
Sometimes there are foreigners who come to Syria and have training for specific missions. Then they do the attacks alone.

He also said that not being able to reach IS territory does not rule out a fighter becoming a bomber.

Others are sleeper cells in Europe who want to join Daesh [ISIS] here, but can’t. They stay in their countries and contact [IS]. Then they talk, and when they are ready they do the bombings.”

He said that trained bombers would be smuggled from northwestern Syria into Turkey, where they were delivered to clandestine cells and furnished with fake passports before being sent back into Europe.

The fighter seemed to have acquired some of his information from the brother of a Syrian woman he married upon arrival in IS territory. He claims the brother-in-law was a high-ranking commander.
