DEBKAfile 29 Sept. 2018: At some point in the last 48 hours, the fallout from the Russian Il-20 plane downing has evolved into hostile steps by Moscow against Israel.
Russian Foreign Minister Sergei Lavrov announced on Friday, Sept. 28 that Russia had already handed over advanced S-300 missile defense systems to Syria.
Netanyahu responded to the Russian disclosure by calling the S-300 handover to Syria “irresponsible.”

Mikhail Bogdanov, Russian Deputy Foreign Minister was referring to disparaging, possibly patronizing, remarks from Israel military sources when they disowned responsibility for the IL-20 crash. Indeed, the IDF’s response to the Russian Defense Minister Sergei Shoigu’s warning of an electronic war was, “Our air force can handle their systems.”
Many Israelis used social media to pour contempt on Russia’s military capabilities. This attitude no doubt irked Moscow and contributed to its decision to ratchet up its military stance in Syria against Israel.
In addition to the S-300 and enhanced EW systems, the Russians are working overtime to install a new, short-range, Pechora M2 anti-missile system, for boosting the defenses of Damascus. Also known as Neva S-125, this weapon was upgraded in the last two years for intercepting low-flying aircraft, cruise missiles and combat helicopters, which manage to bypass the S-300 and S-400 missile belts protecting the Syrian capital.
For now, Russia is not only becoming increasingly obstructive, say DEBKAfile’s military and intelligence sources, but hostile: The new air defense and electronic warfare measures Moscow is delivering to Syria indicate that the Russian military is digging in for a war of attrition against Israel. Those systems may be followed by squadrons of advanced Russian warplanes.
Nevertheless, the Israel Air Force has carefully abstained from raids over Syria since the dispute with Moscow erupted over Il-20 spy plane disaster.
SO WHAT HAS HAPPENED?

There was a lull when after the disaster of the downed plane. And after that, unexpectedly, the Russian Defence Minister Mr Shoygu made his announcement. Russia responded adequately, closing the sky over Syria, or at least over Western Syria, and activating its powerful GPS-jamming system off the Syrian coast. Israel has lost its right to bomb Syria at will.
The first signal of something amiss was sent when the Russians refused to receive an Israeli high-level delegation in Moscow: Prime Minister Netanyahu and Defence Minister Lieberman.
Only a military delegation led by the Israel Air Force Commander Maj. Gen. Amikam Norkin was allowed to come and present their version. It was found wanting. The Russian Ministry of Defence produced ample evidence that the Israelis knowingly caused the loss of the plane with all hands. Netanyahu had made a person-to-person call to President Putin, it was of no avail. And Russia then declared electronic war on Israel
Apparently Putin was upset on a personal level with the Israeli attack. Putin is known for hating betrayal. He considered Netanyahu to be almost a personal friend, and the downing of the plane by this erstwhile friend grieved him a lot, so people close to the Kremlin intuit.
At the same time, the ruling (Putin’s) party United Russia suffered humiliating defeats in governors’ elections. 70% to 30% the incumbents were voted out, and representatives of strongly anti-Western coalition of Nationalists and Communists conquered those three districts.
The army demanded a stronger response.
Putin is the most pro-Western ruler Russia is likely to have; his successor will probably be more rigid to Western demands, while pro-Western elements (“liberals”) have a snowball-in-hell chance to come to power in Russia via the election booth. That’s why Putin has to watch his step to keep in line with his base, as any ruler does. He didn’t want to spoil relations with Israel, but freedom of action had to be denied to the Israeli Air Force.
In Israel, there aren’t many people at the top, apart of Netanyahu and Lieberman, who cherish their country’s involvement with Russia. For Israelis, Putin is one of many unsavoury leaders from Idi Amin to Orban their country has to play ball with. Russia is not popular with ordinary Israelis who prefer America or Germany.
A lot of Israelis will be pleased with breakup of this connection. Immediately after the Russian decision had been announced, Haaretz had made its feelings clear: “In recent years, Russia has been caught lying or spreading disinformation about its role in a number of incidents, the most recent being its involvement in the U.S. presidential elections, the poisoning of the former Russian agent Sergei Skripal and his daughter in Britain, and the invasion of Crimea and eastern Ukraine. So it’s hard to believe that anyone but Syria and Iran will adopt the Russian version of last week’s events.” This is not a way one’s partner is usually described.
The S300 range can paralyze Israel´s airforce and cruise missiles in Israel – which Israel will have to act against.
Were the Israelis just careless and brutal, as is their wont? They didn’t give a damn about the Russians, and considered them a lesser breed, whose life is of little importance (goyim). This is a possible reading, quite consistent with their general attitude to strangers considered to be children of a lesser God.
On the other hand, it is possible that the whole Israeli raid had been staged to down the reconnaissance plane and to leave the Russians without its real-time intelligence data. In 1967, the Israelis bombed and sunk the USS Liberty, an electronic spy ship, the then equivalent of Il-20, for they did not want to have foreign eyes and ears in the area.
However, all is well that ends well. Russian decision to create practically a no-fly zone is a good decision, good for all. It is really good for Israel, as this naughty child, a spoiled brat, a darling of America, had to be forbidden to kill neighbours.
Will Tel-Aviv use this chance? The US will try to frustrate the Russian taming of Israel. John Bolton and Mike Pompeo already declared that no one may interfere with Israel’s divine right to freely bomb Syria.

Russia has donated to Syria three battalion sets of S-300PM missile systems of eight launchers each, a military diplomatic source told TASS on Monday.
“On October 1, three battalion sets of S-300PM systems of eight launchers each were delivered to Syria,” the source said.
“These systems were previously deployed at one of the Russian aerospace forces’ regiments which now uses the S-400 Triumf systems. The S-300 systems underwent capital repairs at Russian defense enterprises, are in good condition and are capable of performing combat tasks,” the source said, adding that the S-300PM systems were handed over to the Syrian side free of charge.
According to the source, along with the launchers Russia delivered more than 100 surface-to-air guided missiles for each battalion.
An agreement on supplies of Russian S-300 missile defense systems to Syria were signed as far back as 2010 but was later frozen. Following the incident with the Russia Ilyushin-20 reconnaissance plane over the Mediterranean, Russian Defense Minister Sergei Shoigu said on September 24, 2018 that Russia would supply S-300 systems to the Syrian army to reinforce its combat capacities. On October 2, Shoigu reported to President Vladimir Putin that the S-300 systems had reached Syria.
On Tuesday, Shoigu said Russia had supplied Syria with 49 pieces of equipment as part of the S-300 delivery intended to boost security of the Russian taskforce in that country. The equipment included radars, control vehicles and four launchers. According to the minister, the delivery was finished a day ago.
The S-300 is an air defense missile system able to eliminate advanced aircraft, including planes using stealth technology, medium-range ballistic missiles, tactical and cruise missiles, and also airborne early warning and control (AWACS/AEW&C) aircraft as well as reconnaissance and strike systems.
The expert believes that in order to ease tensions Russia should maintain a dialogue with Israel
Air defense systems S-300 will impede Israeli Air Force flights, including reconnaissance ones, over Syria. Although Tel-Aviv earlier said it would not give up its operations, the S-300 factor puts pressure on the Israeli leadership, the chief of the Bureau of Military-Political Analysis, Alexander Mikhailov, told TASS on Monday.
Earlier, Israeli Defense Minister Avigdor Lieberman said Israel would not give up its operations in Syria in defiance of the supply of Russia’s S-300 systems to that country.“When Russia’s S-300s are turned on over Syrian-Israeli points of engagement, the Israeli pilots know they are on Russian radars. Naturally, they report this to their superiors and this puts pressure on the Israeli leadership,” Mikhailov said.
“The Israeli leadership’s position has been determined – Israel wants to go ahead with unhampered flights over Syria’s border areas and press for its decisions regarding the presence of Iranian forces there, which under our agreements with Israel are now leaving these territories,” Mikhailov said.
He believes that if Israel continues to coordinate its actions with the Russian group in Syria further on, it will be possible to avoid incidents in the future.
“We would like to believe that if Israel and the Israeli Defense Ministry hold consultations with the Russian group in Syria over all activities, no conflicts will ever emerge. I believe that the Israeli leadership will display common sense not to repeat such incidents and to stay out of the areas where our systems are turned on,” Mikhailov said.
He believes that in order to ease tensions Russia should maintain a dialogue with Israel.
“We should conduct a mutually beneficial dialogue with Israel and address it with fresh reminders that combat operations are in progress away from the Russian borders, but near the Israeli ones, so it would make no sense to aggravate the already complicated situation… One would like to believe that the Israeli Defense Ministry will refrain from provoking the Syrian air defense into hitting Israeli aircraft,” he added.
Russia’s reconnaissance and radio-electronic warfare plane Ilyushin-20 was shot down over the Mediterranean on September 17 while returning to the Hmeymim airbase. The Russian Defense Ministry said the plane was downed with a missile launched by Syria’s air defense system S-200, which was counterattacking four Israeli jets F-16 during their strikes against targets in Latakia province. The Ilyushin-20’s fifteen crew were killed in the tragedy.
Russian Defense Minister Sergei Shoigu on September 24 said that the loss of the Ilyushin-20 in Syria due to the Israeli air pilots’ actions forced Moscow to take extra security measures.
Russia’s air defense systems S-300 will be deployed in Syria within two weeks, the command posts of Syria’s air defense will be equipped with automatic Russian systems capable of identifying Russian planes and Russian means of radio-electronic warfare will pose obstructions to air strikes against targets in Syria.

I give credit to the Israeli police and judicial system for bringing the charges, but not for the snail’s pace at which they have proceeded, which I fear will have the public bored to death eventually.
So we have to ask ourselves, is all this being done for show and will have no political consequence for Bibi?
And, if he had to step down where Lieberman is the obvious Likud replacement, would the world be better off?
I have watched a string of ex-Israeli leaders convicted over the years – most doing short time if they went to jail – but it had no lasting effect on Israeli politics.

The wife of Israeli Prime Minister Benjamin Netanyahu has gone on trial for using state funds to fraudulently pay for hundreds of catered meals.
Netanyahu’s wife, Sara, appeared in court on Sunday for the first hearing in the fraud trial against her, in which she is alleged to have misused state funds in ordering catered meals. If convicted, Sara could face up to five years in prison.
According to the indictment filed in June, she’s been charged for allegedly overspending roughly $100,000 on private meals at the prime minister’s official residence, even when there was a full-time chef on staff.
In addition, Sara used state funds to pay waiters to serve the meals on weekends and during private events, according to prosecutors, who said the hand-picked waiters were registered as “extra manpower” or “cleaners” to hide the fact that they were being illegally employed.
She was also charged with fraud and breach of trust and of aggravated fraudulent receipt of goods. The trial was originally scheduled to start in July but was postponed for reasons that were not made public.
Sara’s trial has renewed the focus on Israel’s controversial first family. She had maintained a high-profile presence at her husband’s side throughout his long tenure. Her present legal woes would cause significant political damage to her husband, now in his fourth term.
Sara has long faced allegations of extravagant living and abusive behavior. In 2016, a court awarded some $47,000 in damages to a former housekeeper who accused the couple of repeated workplace abuse.
Netanyahu himself faces possible charges in separate corruption investigations, leading to speculation that he will eventually be forced to step down. On Friday, police quizzed him for a 12th time as a suspect in various cases.
Allegations against him include allegedly seeking a secret deal with the publisher of Israel’s top-selling newspaper Yediot Aharonot to ensure positive coverage in return for pushing forward a law that would have limited the circulation of a rival.
Police in Israel have arrested six people, including Prime Minister Benjamin Netanyahu’s former chief of staff, as part of an investigation into alleged corruption surrounding the purchase of German submarines.
There is also an ongoing inquiry into the prime minister’s ties with local telecom giant Bezeq and its largest shareholder, Shaul Elovitch.
The scandals resulting from accusations against Netanyahu and his inner circle have raised questions about his political survival. He denies all allegations of wrongdoing, and is not required to stand down unless convicted.
